Summary of Public Concerns for Cha Kwo Ling Section |

During Stage 2 public consultation, the public have expressed the following major concerns on the Cha Kwo Ling Section: |

Alignment Study |
 |
Option H1a had the merit of no reclamation, less construction impact, short alignment length and lower construction cost. |
 |
Noise barriers might be necessary for the above ground options H1a and H2a. These options would impair the Feng Shui and integrity of the Cha Kwo Ling Village, and would cause visual impact. |
 |
The steep gradient of the carriageway of the above ground options H1a and H2a may lead to traffic accident. |
 |
Option H1b had the merits of short alignment length, high energy efficiency, low construction cost and minimal visual impact to Cha Kwo Ling Village. |
 |
Option H1b may affect the redevelopment rights of some private lots; and the owners of the lots concerns on the associated compensation. Structural integrity of the buildings in Cha Kwo Ling Village might be affected due to the construction works. |
 |
Option H2b had the merits of the alignment running through the edge of the Cha Kwo Ling Village, thereby reducing impacts on villagers (including their development rights). |
 |
However, for option H2b, drivers would be required to use Kwun Tong Bypass during maintenance of T2 eastbound tunnel at night and the economic benefits of this option was also in doubt. |
 |
Options H2a and H2b were objected because they would damage Feng Shui when working closely to the Tin Hau Temple. |
 |
Options H2a and H2b would be longer than option H1a and H1b and therefore they would increase oil consumption. Alignment of options H2a and H2b might also create a dangerous driving environment.

It was suggested to avoid demolition of building structures in Cha Kwo Ling Village. |
 |
It was worried that options H2a and H2b would affect the Four Hill Public School. It was requested to preserve the Four Hill Public School for its historical value. |

It was suggested to consider other options remote from the residential blocks. E.g. relocating the alignment to the nullah along King Yip Lane or to the Restored Sai Tso Wan Landfill. |

Any proposed options should not affect existing tombs and damage the landscape behind Cha Kwo Ling Village. |

Environment

It was concerned that most of the trees in the village would be felled due to construction and ventilation shafts would cause environmental pollution. |
|
Construction Stage

Public Expenditure
|
 |
The project would not benefit the villagers. It was suggested to resolve conflict with villagers by land reprovision or compensation. |

It was suggested to use public funding to resume the whole Cha Kwo Ling Village for the project. |
