Summary of Public Concerns for Lam Tin Interchange

 

 

During Stage 2 public consultation, the public have expressed the following major concerns on the Lam Tin Interchange.

   
 

Environment

It was worried that Lam Tin Interchange would induce various environmental issues including air quality, noise, visual impacts and light nuisances. 

It was suggested to install noise barriers or completely cover the Lam Tin Interchange with landscape works.

It was worried that exhaust gas from the proposed ventilation shafts would  deteriorate the air quality in the area.

 

Views on Options

The project caused public inconvenience and its benefit to the local residents was questioned.

Some people preferred the option which would have a short construction period, less excavation; and considered that the below-ground option will waste government funding.

It was suggested to relocate the Lam Tin Interchange  or to optimize the design of the interchange.

Below-ground Option would be more preferable amongst the 2 options.

Land consumption of the Interchange should be minimized.

 

Transportation

It was worried that TKO-LTT would increase traffic flow of Yau Tong Road, thereby causing traffic congestion and endangering pedestrians

It was suggested to connect Trunk Road T2 and Eastern Harbour Crossing (EHC) directly instead of indirection connection through Cha Kwo Ling Road and Yau Tong Road.

 

Construction Stage

Excavated materials should be properly transported to prevent polluting the environment.

It was worried that groundwater loss would result in settlement and hence damage nearby buildings.

Excavated rock should be reused for greening.

Construction of TKO-LTT should not affect the service of Lam Tin Ambulance Depot.

 

Individuals expressed the following concerns on the Lam Tin Interchange,

It was suggested to use solar power to generate electricity.

Natural slope faces should be preserved and shotcreting should be avoided on slopes.

TKO-LTT should have sufficient capacity to accommodate the additional traffic volume induced by the Anderson Road Development.

It was worried that the Lam Tin Interchange would affect Feng Shui.

 

During consultation, the public have expressed the following views not directly related to the project,

 

Environment

It was suggested to plant trees along the approach road of EHC or cover the approach roads, in order to mitigate noise and light impact

It was suggested to mitigate noise impact in Lei Yue Mun Road, Kwun Tong Bypass and Sceneway Garden.

 

Transport facilities

Pedestrian road crossing facilities should be improved for the residents of Yau Lai Estate traveling to/from Lam Tin MTR Station, Laguna City and bus stops in EHC, as well as crossing Yau Tong Road.

Requested additional bus routes via Yau Lai Estate to other districts (e.g. Hong Kong Island).

Requested direct vehicular access to Yau Lai Estate for vehicles approaching from Lei Yue Mun Road.  Moreover, Lei Yue Mun Road Roundabout should not be converted to a signalized junction.

It was suggested to resolve the traffic noise and congestion problems at the junctions of Lei Yue Mun Road / Yau Tong Road and Kai Tin Road / Lei Yue Mun Road roundabout.

If possession of EHC returns to the government, the traffic flow of EHC may be increased which would  thereby worsen the traffic congestion on Cha Kwo Ling Road and Lei Yue Mun Road.

Supplementary measures/schemes should be provided to resolve traffic congestion in Kwun Tong area during Ching Ming and Chung Yeung Festivals.

 

Community facilities

It was suggested to provide markets, malls, leisure areas and social service centre in the area.
