Summary of Public Concerns for the Tseung Kwan O Section |

During stage 2 public consultation, the public has expressed the following major concerns on the Tseung Kwan O Section. |

Environment |
 |
In order to solicit more public support, a more stringent noise limit should be adopted in the project design, rather than based on the requirements of Environmental Impact Assessment Ordinance. |
 |
Environmental impact assessment (EIA) should be carried out and mitigation measures should be implemented based on its findings.
e.g. providing noise barriers and planting trees at locations with heavy traffic flow. |
 |
It was anticipated that Tseung Kwan O-Lam Tin Tunnel (TKO-LTT) would reduce dump trucks and refuse collectors using Wan Po Road, thereby reducing nuisance to the residents. |
 |
It was concerned that construction works would create environmental nuisance.。 |
 |
It was requested to decorate the tunnel portal in order to minimize the visual impact of slip roads near Ocean Shores. |

| Views on Options |
General Views |
 |
The necessity of slip road from Tiu Keng Leng to Industrial Estate was doubted. |
 |
Alignment options should be refined and more extensive consultation with the residents of housing estate in vicinity to the project should be conducted. |
 |
It was urged to complete the project as soon as possible, in order to alleviate the current traffic congestion in the Tseung Kwan O Tunnel. |
 |
Provision of toll plaza was objected, because slowing down vehicles would waste energy, cause air pollution and traffic congestion. |
 |
Reclamation for constructing toll plaza was objected. It was suggested to relocate the toll plaza to the Kwun Tong area. |

Views on the 3 Alignment Options |
 |
Option 3 was supported by the public at large because it could minimize reclamation and environmental impact, reduce length and construction cost of the tunnel by 600m and $1.7 billion respectively. |
 |
Alignment of slip roads in Option 3 should be harmonized to minimize visual and noise impacts of the slip roads. |
 |
Option 3 was objected by some people because of no provision of bus-bus interchange and toll plaza near the tunnel portal. It was also concerned that additional costs would be imposed if these facilities were built later. Traffic diversion plan for Option 3 (without toll plaza) should be considered for the case of accident happening inside the tunnel. |
 |
Option 2 was supported by a few people for the reason of creating job opportunities by manual tolling. |

Bus-Bus Interchange |
 |
It was considered by some people that bus-bus interchange was not needed. Alternatively, it was accepted by some people to locate the bus-bus interchange at Po Yap Road. |
 |
It was suggested to provide bus-bus interchange but not at Areas 85 and 86. |
 |
It was concerned that the bus-bus interchange would cause traffic and environmental impacts on the Tiu Keng Leng area, as well as it could not integrate with the nearby transport facilities. |
 |
Upon completion of the project, public transport services in the district should be reviewed, including reserving space for public transport interchange and provision of new bus routes and mini-bus routes (by Transport Department). |
 |
The design and associated facilities of the toll plaza or bus-bus interchange should be well planned if they were provided. |

Tunnel Toll |
 |
It was proposed by some people to impose toll on TKO-LTT, in order to avoid overloading the TKO-LTT. |
 |
It was proposed by some people not to impose toll on TKO-LTT so that identification of alternative location for toll plaza was not needed. Furthermore, it was suggested that if toll was not imposed on TKO-LTT, no toll should be imposed on the Tseung Kwan O Tunnel. |
 |
Alternative tolling methods (i.e. Octopus or Autotoll) should be determined as soon as possible. However, toll collection by the method of capturing vehicle number plates was not supported. |

Junk Bay Chinese Permanent Cemetery |
 |
It was worried that the vehicles queuing into the Cemetery during Ching Ming and Chung Yeung Festivals would block the TKO-LTT . |
 |
Connection point should be reserved on TKO-LTT for connecting to the future vehicular access of the Cemetery. |
 |
Private vehicles should not be allowed to enter the Cemetery through the future vehicular access of the Cemetery during Ching Ming and Chung Yeung Festivals. |
 |
It was suggested to provide bus-bus interchange at the portal and connect it to the footpath of the Cemetery. |

| Individuals expressed the following concerns on the Tseung Kwan O Section, |
- Recreation area and cycle track should be provided on the reclamation area.
- All options were objected because they would affect Ocean Shores.
- The alignment should connect directly to Yau Tong, which would reduce reclamation in TKO but increase reclamation in Kwun Tong.
- Highway maintenance issues should be taken into account during design.
- The TKO-LTT should be owned and operated by the government.
- The stone beach near the Tseung Kwan O Portal should be preserved, especially the stone monument which has been there for at least 60 years.
- Toll booths could be separately located on the Cross Bay Link and also near Ocean Shores and LOHAS Park.
