Findings of Previous Studies
According to the Feasibility Study for Further Development of Tseung Kwan O (TKO) completed in 2005, the existing TKO Tunnel will experience serious congestion if an alternative external road connection is not provided to meet the anticipated traffic generated from further population intake and industrial development in TKO. The Tseung Kwan O – Lam Tin Tunnel (TKO – LT Tunnel) and Cross Bay Link (CBL) will form a new road network for meeting the long-term transport needs of TKO. |

We conducted the stage 2 public engagement activities in March to December 2010, introducing the various design options for different sections of Tseung Kwan O- Lam Tin Tunnel (TKO-LT Tunnel) and Cross Bay Link (CBL) and collecting views from Kwun Tong and Sai Kung District Councils, residents, professional bodies and green groups. |

We have reviewed the alignment of Kwun Tong Section and the location of Lam Tin Interchange with a view to confirm an optimum scheme. We have further improved the Interchange design such as greening enhancement and provision of noise mitigation measures. In March to May 2011, we consulted the residents of TKO to collect their views on the sections of the projects adjacent to their housing estates. |

We have now formulated the most optimum scheme for the TKO-LT Tunnel and CBL projects and will conduct the stage 3 public engagement from February to April 2012. |

| Past Progress |

We have launched the stage 1 public engagement activities from April 2009 to June 2009 to collect public views on the project. Major activities included briefings to Sai Kung District Council and Kwun Tong District Council and focus group meetings with green groups, professional institutions and owner’s committees/management offices of housing estates. |

We have completed the site investigation at Cha Kwo Ling Village (CKLV) in August 2009. The site investigation provides valuable geological information for formulating the alignment options through CKLV. |

In November 2009, we have carried out the stage 2a public engagement activities to collect public views on the designs of Po Shun Road/Po Yap Road/Chui Ling Road Junction and landscape deck besides Ocean Shores. The public engagement activities included consultation with Sai Kung District Council, consultation of members of District Council concerned and meetings with representatives of housing estates concerned. |

In June 2010, we have carried out the stage 2b public engagement activities to collect public views on the alignment options of Kwun Tung Area (including Cha Kwo Ling Section, Lam Tin Interchange and Lam Tin Hill Section). The public engagement activities included consultation with Kwun Tong District Council, consultation of members of District Council concerned and meetings with neighbouring residents. |

In September 2010, we have carried out the stage 2c public engagement activities to collect public views on the alignment options for Tseung Kwan O Section. The public engagement activities included consultation with Sai Kung District Council, consultation of members of District Council concerned and meetings with representatives of housing estates concerned. |

The stage 2 site investigation commenced in March 2010 to collect geological information for the project. The site investigation has completed in January 2011. |

We are now studying the alignment design options at various sections of TKO-LT Tunnel, including the Tseung Kwan O Section, Cha Kwo Ling Section and associated Lam Tin Interchange. |

With reference to the public views collected from the public consultation, we are now reviewing the alignment of Kwun Tong Section and the location of Lam Tin Interchange to determine the most optimum option. We are optimizing the design of Lam Tin Interchange by incorporation of enhancement in various aspects. Furthermore, we are undertaking the Traffic and Environment Impact Assessments. In the development of design concept, we will take into consideration of the engineering aspects and incorporate of enhancements in various aspects in order to minimize the potential traffic and environment impacts induced by the project. Upon the completion of above-mentioned studies, we will consult the public again on the proposed alignment/scheme of TKO-LT Tunnel and present the results of the studies. |
